The General Chapter elected the councilors and the administrator who will accompany the Director General in the government of the Congregation for six years.
The General Council collaborates with the Director General in the government of the Congregation. This collaboration is expressed, above all, by giving its consent or opinion as determined by universal law or its own law. The General Council is made up of six members, elected by the General Chapter for a period of six years.
The Council ceases when the term of office of the Director General ends. Councilors may be re-elected for further terms. The Director General may delegate powers for a limited period to the general councilors to assist in the government of the Congregation.
For the period 2026-2032, this is the new general government of the Legion:
Fr. Hernán Jiménez, L.C. – First counselor and vicar general.
He was born on January 6, 1959, in Monterrey, Nuevo León (Mexico). He joined the Legion of Christ in 1976 and did his novitiate and humanities studies in Salamanca, Spain. In 1978, he moved to Rome to begin his bachelor’s degree in philosophy at the Gregorian University. In 1982, he graduated with a degree from that faculty. In 1990, he completed his studies in theology at the Angelicum and was ordained a priest on January 3, 1991. He has collaborated in youth ministry in Spain and in vocational ministry in Italy and Mexico. From 2011 to 2016, he was rector of the theology community at the Legionaries of Christ International College in Rome.
In 2016, he moved to Mexico City to collaborate in vocational promotion and serve as rector of the Student Center and territorial councilor. He was elected first councilor and vicar general by the General Chapter of the Congregation in February 2020 and was re-elected for a new term.
Fr. Michael Brisson, L.C. – Second General Counselor.
He was born on February 22, 1977, in Hartford, United States. He entered the Legion of Christ in 1995 in Cheshire. He completed his novitiate in Monterrey, Mexico, and his humanities studies in Cheshire. During his apostolic internships, he collaborated in the Fundraising office in the United States. He holds a degree in philosophy from the Pontifical Athenaeum Regina Apostolorum, where he also completed his first year of ecclesiastical studies in theology from 2006 to 2007. In 2007, he was appointed territorial secretary of the New York territory and manager of the territorial headquarters community while completing his studies. He was ordained a priest on December 12, 2009, at the Basilica of St. Paul Outside the Walls.
He was later appointed superior of the New York territorial headquarters and director of the men’s and women’s sections in the same city. He then served for three years as local coordinator of the apostolate in New York and superior of the apostolate community in Thornwood. Since 2013, he has served as territorial secretary for North America, superior of a Legionary community in Atlanta, and chaplain of the Regnum Christi Consecrated Women community in Atlanta. He was elected general councilor by the General Chapter of the Congregation in February 2020 and has now been reelected for a new term.
Fr. Miguel Cavallé Puig, L.C. – Third General Councilor.
He was born on November 18, 1968, in Barcelona, Spain. He entered the Novitiate in Salamanca in 1986. After completing his humanistic studies, he did his apostolic internship for three years at the Irish Institute in Mexico City, where he served as academic director and head of ECYD.
In 1992, he moved to Rome, where he worked in the General Secretariat while pursuing a licentiate in philosophy (1996) and a licentiate in theology (2001). During that same period, he also obtained a master’s degree in bioethics. He was ordained a priest in Rome on January 1, 2000. He later completed a master’s degree in “Church, Ecumenism, and Religions” (Rome, 2010).
Between 1999 and 2002, he was general director of the Guilé Foundation, headquartered in Boncourt, Switzerland, with offices in Barcelona, Paris, and Rome. From 2000 to 2013, he presided over the Villaggio dei Ragazzi near Naples, as well as its Higher School for Linguistic Mediators. From 2014 to 2016, he lived in the community of Florence.
In 2002, he was appointed local director of Regnum Christi (then CLA) for southern Italy, initiating and promoting the presence of Regnum Christi in various regions, especially in Sicily, where he prepared the ground for the canonical establishment of Legionary communities in Palermo and Catania.
He has given lectures on education and current affairs in numerous countries: Italy, Spain, the United States, Mexico, Venezuela, Chile, Colombia, El Salvador, and Brazil.
In 2010, he founded the humanitarian organization network VIS Foundation International, which has developed some 200 solidarity projects in more than 30 countries to assist children in need. He currently serves as its international president, which is why he also carries out numerous missions in Asia, Africa, and Latin America.
He has published several articles and books, including Vincere l’indifferenza (2008) and L’inganno (2022), translated into Spanish in 2024 under the title El engaño.
Until his election, he served as local director of Regnum Christi and is a parish priest “in solidum.”
Fr. Robert Presutti, L.C. – Fourth General Councilor.
He was born on November 29, 1965, in Sulmona, L’Aquila, Italy. He entered the Novitiate in Cheshire in September 1985. He made his perpetual profession in June 1991. He was ordained a priest in Rome on December 24, 1998. He holds a degree in Philosophy.
Over the years, he has held the following positions: vocational director; vice-rector of the Legionary College of Christ in Rome; founding director of National Consultants for Education; rector of the University of Sacramento; director and rector of Pinecrest Academy (Cumming, Georgia); parish vicar; and, most recently, vice-rector for Academic and Student Affairs at Divine Mercy University and adjunct professor in the Doctor of Psychology (PsyD) program.
During his training and priesthood, he studied Classical Humanities in Salamanca (Spain) and philosophy and theology in Rome. He holds a degree in philosophy from the Gregorian University and a doctorate in philosophy from the Pontifical Athenaeum Regina Apostolorum, both in Rome.
Throughout his religious and priestly life, he has served as spiritual director to people from diverse backgrounds and social conditions, and has experience guiding Spiritual Exercises in different formats.
Until his election, he served as Chaplain of the Washington Ladies’ Section.
Fr. Adolfo Güémez Suárez, L.C. – Fifth General Councilor.
He was born on January 10, 1976, in Celaya, Guanajuato, Mexico, and was ordained a priest on August 15, 2008, at the Temple of St. Francis in his hometown. He entered the novitiate of the Legionaries of Christ in Monterrey in 1995 and professed his perpetual vows in 2003.
He completed his philosophical and theological formation at the Pontifical Athenaeum Regina Apostolorum (APRA) in Rome, where he obtained a licentiate in philosophy and a bachelor’s degree in theology. Throughout his religious life, he has served in various capacities in Mexico, Chile, Argentina, and Rome, both in the area of formation and in spiritual direction and apostolic accompaniment.
He has been superior of apostolic houses, director of youth and women’s sections, and spiritual advisor to various works and communities. His career is distinguished by his pastoral spirit, his experience in lay formation, and his commitment to the evangelizing mission of Regnum Christi.
Until his election, he served as director of the Men’s Section of San Pedro Garza García.
Fr. David Daly, L.C. – Sixth General Councilor.
He was born on April 7, 1969, in Saint Louis, Missouri, United States. He entered the novitiate on September 15, 1990, in Cheshire, Connecticut. He made his perpetual profession on September 15, 1995. He was ordained a priest on January 2, 2001, in Rome. He holds a licentiate in philosophy and theology from the Pontifical Athenaeum Regina Apostolorum.
During the 1995-1996 and 1998-1999 academic years, he was part of the training team at the Cheshire Center for Humanities and Sciences. Between 2000 and 2008, he was part of the training team at the Thornwood Center for Advanced Studies in New York.
From 2002 to 2004, he was chaplain at Compass, where he worked with university students in the northeastern United States. He was dean of the Cheshire Center for Humanities and Sciences from 2014 to 2017.
Since September 2023, he had served as delegate of the Director General for the Rome Delegation.
Fr. José Cárdenas, L.C. – General Administrator.
Fr. José Gerardo Cárdenas Jiménez, L.C., was born on July 1, 1957, in Monterrey, Mexico. He began his novitiate on September 15, 1974, in Orange, Connecticut, United States. He made his perpetual profession on December 22, 1982, and was ordained a priest on December 24, 1985, in Rome. In 1986, he collaborated in the founding of the Legion of Christ in Brazil. From 1987 to 1990, he served as instructor of novices at the Novitiate in Brazil. From 1991 to 2001, he served as assistant to the territorial director for South America.
From 2002 to 2012, he was territorial director of Chile and Argentina. He was also territorial administrator of Brazil.
In 2014, he was elected general administrator of the Legionaries of Christ, a position to which he has been re-elected by the 2026 General Chapter.
In addition to the Council, the new director has three other supporters who complete the Legion’s general government:
Fr. Luis Alberto Henao, L.C. – Secretary General.
He was born in Medellín, Colombia, in 1975. He joined the Legion of Christ in 1994 and was part of the founding of the novitiate in Colombia. He was ordained a priest on December 20, 2008, by Cardinal Angelo Sodano in Rome. He studied classical humanities in Spain and obtained a licentiate in philosophy in Rome, where he also trained in theology.
In the early years of his priestly ministry, he served as a formator: he was vice-rector of the vocational centers in Guadalajara and Mérida, rector of the vocational center in Chile, and assistant to the novices in Colombia-Venezuela.
Later, he assumed various pastoral and administrative responsibilities, including: local director of the apostolate in Medellín, chaplain of the Mano Amiga School in Bello, rector of the Cumbres School in Bogotá, chaplain of the Metropolitan University of Caracas, and director of the women’s section in Lima. In addition, he served as administrator and territorial secretary of the Territory of Colombia–Venezuela, among other functions.
Since September 2023, Fr. Luis Alberto Henao has held the position of secretary general of the Legionaries of Christ.
Fr. Javier Fayos, L.C. – Attorney General.
He was born on November 14, 1966, in Gandía, Valencia, Spain. After completing his high school studies, he entered the novitiate of the Legion of Christ in Salamanca, Spain, in 1984. He made his perpetual profession on March 10, 1990. He holds a degree in philosophy from the Pontifical Gregorian University. He completed his bachelor’s degree in theology in 1997 at the Regina Apostolorum Athenaeum. In 2020, he completed the Studium course offered by the Pontifical Urbaniana University on subjects related to consecrated life and canon law. He was ordained a priest on December 24, 1997, by Bishop Claudio María Celli at the Study Center in Rome.
From 1997 to 1998, he worked in Saltillo as community manager, assistant to the adult sections of Regnum Christi, and chaplain of Colegio Cumbres. From 1999 to 2009, he was chaplain of the women’s student center in Wakefield, RI, while also serving as ordinary confessor at the Regnum Christi formation center for consecrated women in Greenville, RI. In 2009, he served as superior of the Houston CA and chaplain to consecrated women, while collaborating in the adult sections of Regnum Christi. He also served the Kingdom sections in San Antonio, TX, and Rollings Hill College. In 2011, he was assigned as superior of the Alpharetta CA in Atlanta, Atlanta, while also working in the adult sections of Regnum Christi and as chaplain to consecrated women.
In 2015, he was appointed superior of the CA in Manila, Philippines, while serving as chaplain to consecrated women and Mano Amiga, and assistant to the Regnum Christi and ECYD women’s sections. Since 2018, he has served as assistant to the General Directorate in Rome for the area of priestly life, and since the summer of 2021, as procurator general. He also assists as ordinary confessor to the community of brothers of the General Directorate.
Fr. Devin Roza, L.C. – Prefect of Studies.
He was born on November 29, 1977, in Omaha, Nebraska, United States. He studied at Creighton Preparatory High School and spent a year studying liberal arts at the University of Dallas. In 1997, he entered the novitiate of the Legion of Christ in Cheshire, Connecticut. He studied classical humanities in Salamanca, Spain, and obtained a licentiate in philosophy from the Pontifical Athenaeum Regina Apostolorum in Rome. He collaborated for four years in the formation of legionaries as a professor of classical humanities in Cheshire.
He was ordained a priest by Cardinal Velasio de Paolis on December 12, 2011, at the Basilica of St. John Lateran in Rome.
He obtained a licentiate in Sacred Scripture from the Pontifical Biblical Institute in Rome. In 2015, he published the book Fulfilled in Christ: The Sacraments. A Guide to Symbols and Types in the Bible and Tradition.
He is currently a visiting professor at the Faculty of Theology of the Pontifical Athenaeum Regina Apostolorum.
