The General Council collaborates with the General Director in the governance of the Congregation. This collaboration is primarily expressed by giving consent or advice, as determined by universal law or the congregation’s own regulations. The General Council consists of six members, elected by the General Chapter for a six-year term.
The Council ceases to function when the General Director’s mandate ends. Councilors may be re-elected for additional terms. The General Director may delegate specific faculties to the General Councilors for a determined period or on a case-by-case basis to assist in the governance of the Congregation.
First Counselor and Vicar General
Fr. Hernán Jiménez, L.C.
Fr. Hernán Jiménez, L.C., was born on January 6, 1959, in Monterrey, Nuevo León (Mexico). He joined the Legion of Christ in 1976 and completed his novitiate and humanities studies in Salamanca, Spain.
In 1978, he moved to Rome to begin his bachelor’s degree in philosophy at the Gregorian University, where he graduated with a licentiate in 1982. In 1990, he completed his theological studies at the Angelicum and was ordained a priest on January 3, 1991. He has served in youth ministry in Spain and vocational ministry in Italy and Mexico. From 2011 to 2016, he was rector of the theology community at the Legionaries of Christ International College in Rome.
In 2016, he moved to Mexico City to work in vocational promotion, serve as rector of the Student Center, and act as territorial counselor. In February 2020, he was elected first counselor and vicar general by the General Chapter of the Congregation.
Powers of the Vicar General when the General Director is impeded or the position is vacant:
The Vicar General assumes all the obligations and rights of the General Director’s office. During his term, he is prohibited from introducing any changes in the life of the Congregation. In the event that the position of General Director becomes vacant, it is the responsibility of the Vicar General to convene the elective General Chapter within three months and to preside over it until the election of the new General Director.
General Counselor
Fr. Michael Brisson, L.C.
He was born on February 22, 1977, in Hartford, United States. He entered the Legion of Christ in 1995 in Cheshire. He completed his novitiate in Monterrey, Mexico, and his humanities studies in Cheshire. During his apostolic internships, he collaborated in the Fundraising office in the United States. He holds a degree in philosophy from the Pontifical Athenaeum Regina Apostolorum, where he also completed his first year of ecclesiastical studies in theology from 2006 to 2007. In 2007, he was appointed territorial secretary of the New York territory and manager of the community at the territorial headquarters while completing his studies. He was ordained a priest on December 12, 2009, in the Basilica of St. Paul Outside the Walls.
He was later appointed superior of the New York territorial headquarters and director of the men’s and women’s sections in the same city. He then served for three years as local coordinator of the apostolate in New York and superior of the apostolate community in Thornwood.
Since 2013, he has served as territorial secretary for North America, superior of a Legionary community in Atlanta, and chaplain of the Regnum Christi Consecrated Women community in Atlanta. He was elected general councilor by the General Chapter of the Congregation in February 2020 and has now been reelected for a new term.
General Counselor
Fr. Miguel Cavallé Puig, L.C.
He was born on November 18, 1968, in Barcelona, Spain. He entered the Novitiate in Salamanca in 1986. After completing his humanistic studies, he did his apostolic internship for three years at the Irish Institute in Mexico City, where he served as academic director and head of ECYD.
In 1992, he moved to Rome, where he worked in the General Secretariat while pursuing a licentiate in philosophy (1996) and a licentiate in theology (2001). During that same period, he also obtained a master’s degree in bioethics. He was ordained a priest in Rome on January 1, 2000. He later completed a master’s degree in Church, Ecumenism, and Religions (Rome, 2010).
Between 1999 and 2002, he was general director of the Guilé Foundation, headquartered in Boncourt, Switzerland, with offices in Barcelona, Paris, and Rome. From 2000 to 2013, he presided over the Villaggio dei Ragazzi near Naples, as well as its Higher School of Linguistic Mediators. From 2014 to 2016, he lived in the community of Florence.
In 2002, he was appointed local director of Regnum Christi (then CLA) for southern Italy, initiating and promoting the presence of Regnum Christi in various regions, especially in Sicily, where he prepared the ground for the canonical establishment of Legionary communities in Palermo and Catania.
He has given lectures on education and current affairs in numerous countries: Italy, Spain, the United States, Mexico, Venezuela, Chile, Colombia, El Salvador, and Brazil.
In 2010, he founded the humanitarian organization network VIS Foundation International, which has developed some 200 solidarity projects in more than 30 countries to assist children in need. He currently serves as its international president, which is why he also carries out numerous missions in Asia, Africa, and Latin America.
He has published several articles and books, including Vincere l’indifferenza (2008) and L’inganno (2022), translated into Spanish in 2024 under the title El engaño.
Until his election, he served as local director of Regnum Christi and is a parish priest “in solidum.”
General Counselor
Fr. Robert Presutti, L.C.
He was born on November 29, 1965, in Sulmona, L’Aquila, Italy. He entered the Novitiate in Cheshire in September 1985. He made his perpetual profession in June 1991. He was ordained a priest in Rome on December 24, 1998. He holds a degree in Philosophy.
Over the years, he has held the following positions: vocational director; vice-rector of the Legionary College of Christ in Rome; founding director of National Consultants for Education; rector of the University of Sacramento; director and rector of Pinecrest Academy (Cumming, Georgia); parish vicar; and, most recently, vice-rector for Academic and Student Affairs at Divine Mercy University and adjunct professor in the Doctor of Psychology (PsyD) program.
During his formation and priesthood, he studied classical humanities in Salamanca, Spain, and philosophy and theology in Rome. He holds a licentiate in philosophy from the Gregorian University and a doctorate in philosophy from the Pontifical Athenaeum Regina Apostolorum, both in Rome.
Throughout his religious and priestly life, he has served as spiritual director to people from diverse backgrounds and social conditions, and has experience guiding Spiritual Exercises in different formats.
Until his election, he served as Chaplain of the Washington Ladies’ Section.
General Counselor
Fr. Adolfo Güémez Suárez, L.C.
He was born on January 10, 1976, in Celaya, Guanajuato, Mexico, and was ordained a priest on August 15, 2008, at the Temple of St. Francis in his hometown. He entered the novitiate of the Legionaries of Christ in Monterrey in 1995 and professed his perpetual vows in 2003.
He completed his philosophical and theological formation at the Pontifical Athenaeum Regina Apostolorum (APRA) in Rome, where he obtained a licentiate in philosophy and a bachelor’s degree in theology. Throughout his religious life, he has served in various capacities in Mexico, Chile, Argentina, and Rome, both in the area of formation and in spiritual direction and apostolic accompaniment.
He has been superior of apostolic houses, director of youth and women’s sections, and spiritual advisor to various works and communities. His career is distinguished by his pastoral spirit, his experience in the formation of lay people, and his commitment to the evangelizing mission of Regnum Christi.
Until his election, he served as director of the San Pedro Garza García Men’s Section.
General Counselor
Fr. David Daly, L.C.
He was born on April 7, 1969, in Saint Louis, Missouri, United States. He entered the novitiate on September 15, 1990, in Cheshire, Connecticut. He made his perpetual profession on September 15, 1995. He was ordained a priest on January 2, 2001, in Rome. He holds a licentiate in philosophy and theology from the Pontifical Athenaeum Regina Apostolorum.
During the 1995-1996 and 1998-1999 academic years, he was part of the training team at the Cheshire Center for Humanities and Sciences. Between 2000 and 2008, he was part of the training team at the Thornwood Center for Advanced Studies in New York.
From 2002 to 2004, he was chaplain at Compass, where he worked with college students in the northeastern United States. He was dean of the Cheshire Center for Humanities and Sciences from 2014 to 2017.
Since September 2023, he has served as the Director General’s delegate for the Rome Delegation.
Powers of the General Council
The General Director must obtain the consent or hear the opinion of his council in all cases established by universal law or the congregation’s own regulations.
By universal law, the consent of the General Council is required for the General Director to:
- To erect, transfer, or suppress a novitiate house.
- To grant a novice permission to complete his novitiate in another house of the Congregation.
- To grant a professed of perpetual vows permission to join another religious institute.
- To grant the indult of departure to a professed of temporary vows.
- To grant the indult of exclaustration to a professed of perpetual vows for a maximum of three years.
- To request from the Holy See the imposition of exclaustration on a member of the Congregation.
- To readmit a novice or a professed who left the Congregation lawfully.
